This is for the upper and lower, from what I believe is that this is a stripper block used for descaled incoming wire???

The relation of the % Reduction of area with the diameters of the capstans is:
%RA= 100% -(Bottom Capstan Diam x100)/ Top Capstan Diam

Some machines use double capstan at the entrance of the machine but the purpose is not to descale the material it should have been descaled before either mechanically or chemically prior to the entrance of the machine.

You are right , the material is descaled, what benefit would this double capstan have, since by the calculation the reductiuon is very small, seems like no room for error between top and bottom dies..
